The global economical and financial crisis between 2008 and 2010 years has been the main complex characteristic of the current stage of economic development worldwide. The experience that has come with the crisis once again highlighted the objective importance of a well-balanced approach to the problem of economic development at different macroeconomic levels (global, regional and national economy).
The evolution of the financial crisis in Moldova in the years 2008-2010 shows an underestimation on the part of state institutions (Government, Presidency, Parliament ) of the scientific community in aspects which refer to the necessity for a thorough research and the establishment of the results and prospects of national economy development in terms of international processes (global and regional).The crisis has had a net impact on the Republic of Moldova ,one that is greater than the average tendencies of global influence. This is true both for goods (FOB) and for services.
The financial crisis has taken unawares the national economy, due to a set of complex political, social and economic causes, such as: the lack of an objective concept of the state's economic development and the growth of national competitiveness, slack scientific achievements concerning current and future tasks and objectives of economic development plans, and the insufficiency and lack of foundation of strategic actions for sustainable growth and poverty eradication, etc. As a result, the existing national programs and strategies, did not allow the assurance of the sustainable development in national economy in terms of a financial and economic global crisis. In order to build up some scientific approaches a posteriori regarding strategic issues of national economic development, has been established the Institute for Strategic Studies in Economics(IISE) ,within ULIM. The institute has been founded within the “Economic Sciences” faculty, according to the order of the Rector of ULIM, nr.12 of January 26, 2007.
The legislative basis for the creation of IISE was the Charter of ULIM and the Code on Science and Innovation of the Republic of Moldova as well as the IISE Status.
IISE organizational structure consists of four sections:
- International Economic Relations;
- Finance and Banking;
- Economy and Management;
- Modern econometric models and information technology.
IISE is an organization of scientific research accredited by the National Council for Accreditation and Assessment (CNAA) according to the decision of June 26, 2008, nr.48\AC.
IISE has a Scientific Council, the Scientific Profile IISE is “Strategies and mechanisms for restructuring the economy of Moldova.” Within each Section plans concerning the academic and calendar year are developed.
Within IISE work 24 people in basic function, including a member of the Academy of Sciences, 8 Doctors Habilitated, 7 doctors and 5 masters. The share of researchers with advanced scientific degrees is 67%.
-Two scientific profile seminars activate within ULIM in the economic field at the following specialties:
1.08.00.05 “Economics and Management (in branch)”- coordinator Olga Blagorazumnaia , doctor, prelector ;
2.08.00.14 “Global Economy; International Economic Relations”-coordinator Nicolae Ţâu, PhD, professor .
Within the “Economics Science” faculty of ULIM, CNNA registered two specialized scientific councils for defending the PhD thesis in economics:

Head of the Council Petru Roşca, PhD, professor and scientific secretary Gribincea Alexandru, PhD, professor (Decision Nr. 165 of September 18, 2008).The Council has the right to accept and appreciate the defense of doctors and PhD theses.

The specialized scientific councils and scientific seminars run according to the “Regulation on the functioning of specialized scientific councils and the conferring of scientific degrees as well as scientific-educational titles in the Republic of Moldova ”, approved by the Decision of the Confirmation Commission of the National Council for Accreditation and Certification of November 25,2004 (Minute Nr.1) with amendments and additions.
The National Register of specialized scientific magazines in the field of economics, the C category, contains the IISE publication, the scientific magazine "Economic Studies"(ISBN 9975-934-52-8, ISSN 1857-226X).
The founder of this scientific journal is ULIM, and the chef-editor is Mrs. Burlacu Natalia, PhD, professor. The frequency of the appearance of the magazine is 4 issues per year. The magazine's editorial board, in addition to basic researchers, representatives of the Academy of Sciences, State University of Moldova, Academy of Economic Studies, Romania and Belarus also take part.
The IISE personnel’s scientific activities result is the publication of monographs, synthetic materials, articles in scientific magazines accredited by the CNAA and abroad.
IISE organizes scientific conferences (including the participation of scientists from abroad), brainstorming.
Between those 123 scientists of the republic, who have the right to manage / coordinate doctoral theses in economics, 7 works within IISE. Moreover, the right to co-ordinate doctoral theses at the specialty 01.01.09 - "Mathematical cybernetics and operation research" is held by George Mişcoi, PhD, professor.
Within IISE and the faculty of "Economics Science" are being carried on students' scientific researches through the annual organization of brainstorming, debating circles and student conferences.
At the time, IISE won a defined place in the national system of scientific economic research and performs its activities towards coordination of its research with international centers of economic research. Particularly important is the fact that the results of scientific research of the IISE researchers, its conclusions and recommendations are focused on practical application of strategic management in sustainable national economic development through new methods and forms of management.
